LTU, Karachi, being the first pilot project of FBR, was launched on 1st July
2002, symbolizing the new face of FBR tax administration. The Tax
Administration Reforms Program in Pakistan (TARP) envisages a complete
paradigm shift from conventional, bureaucratic concept of enforcement to
voluntarily, compliance, periodic assessment, risk base audit and from
traditional aloofless to pro-active taxpayers facilitation.
